Hi. I am interested in buying a DVD ROM drive or my PC, and I was wondering if anyone could recomend a dive that is of good spec, and not Region Locked.

There are lots of good DVD-ROM players. For example Pioneer, Aopen, Creative, ... For a region hack, just take a look through some search engines.

check out this site: http://perso.club-internet.fr/farzeno/firmware/ and look in the dvd section for players that are not region locked or are able to have their firmware updated. Remember that if you are not running on a fast machine eg.PII 400 you will need a decoder card as well.
