Can anyone explain to me how to book a room for my in-laws??

In one place it says rooms at £10 can only be booked on line. Then, somewhere else it says that if you are booking a room on behalf of someone else ring a number?

Can`t I just put in their details/CC number and book it?

Thanks in advance
